CITY OF MUSKEGON
EMPLOYEE SUGGESTION AWARD PROGRAM
Description and Objective
The Employee Suggestion Award Program will provide quarterly awards to
employees who submit a suggestion which is outside of the employee’s normal
scope of duties and results in one or more beneficial effects within Muskegon
City Government. Its objective is to promote efficiency, economy and good
morale in individual City departments and throughout Muskegon City
Government.
Il. Administration
A. Suggestion Award Committee
The Suggestion Award Committee will consist of the City Manager,
Finance Director, Personnel Director and Department of Public Works
Director. The Committee will invite appropriate staff to verify the
applicability of particular suggestion(s) when necessary.
1. Duties of the Suggestion Award Committee
a. To meet quarterly January, April, July, October) and at other
times as convened by the chairperson (City Manager).
b. To conduct a preliminary screening of suggestions to determine
eligibility.
c. To investigate the merit of employee suggestions.
d. To review suggestions made during the previous quarter and
select award recipients in accordance with the program
guidelines.
e, To maintain a record of action on each suggestion and make
quarterly and annual reports on the program.
B. Personnel Department
The Personnel Department will provide staff support for the Suggestion
Award Program
1. Duties of the Department
a. To prepare and distribute the suggestion forms, to promote the
Suggestion program, to collect completed suggestions,
and to
schedule committee meetings to review and take necessary
action.
Ill, __ Eligibility
A. Employees
All City Employees except the elected officials, City Manager and
department heads are eligible to participate in the program.
B. Suggestions
For the purposes of this program a suggestion is defined as an expression of
an original, positive, constructive thought, voluntarily offered by the
employee who conceived it for the purpose of benefiting the employer.
1. Eligible Suggestions Must:
a, Result in a tangible savings which can be measured in dollars. The
Committee will determine the appropriate guideline for what it
considers to be “tangible”;
Result in obvious savings to City government or the public which,
without direct dollar savings, improve services, public
convenience, or has other intangible value;
c. Improve safety conditions.
2. Ineligible Suggestions Include:
a. Suggestions which are considered to be the normal job
responsibility to the suggestor;
Opinions rather than specific recommendations;
Matters regarding an individual’s classification, compensation,
hours of work, labor relations, routine maintenance items, or
grievances concerning personnel practices or matters covered by a
collective bargaining agreement;
Ideas already under consideration by City government or on
subjects periodically reviewed by management as a matter of
practice.
The Suggestion Award Committee shall make the final
determination regarding the eligibility of a suggestion.
3. Suggestions must be written on an official employee suggestion form
provided by the Personnel Department. The completed form must be
submitted in person or by mail to the Personnel Department. It must
be signed and dated by the suggestor.
If duplicate suggestions are received, the one received first shall be the
only one eligible for award consideration.
Suggestions submitted remain eligible for awards for a period of one
(1) year, after which time the suggestion must be resubmitted to be
eligible for consideration.
IV. Waiver of Claim
All suggestions become the property of the City of Muskegon and may be used,
implemented, or disposed of in any manner deemed appropriate by the employer.
A. Type of Awards
1. Two Hundred Fifty Dollars ($250.00) in cash will be awarded
quarterly to a selected recipient.
An additional Five Hundred Dollars ($500.00) will be awarded
annually for the best of the quarterly awarded suggestions.
Each award recipient will be given a certificate of appreciation.
The Suggestion Award Committee may, in its discretion, refrain from
choosing a quarterly or annual recipient.
Not withstanding, the awards which may be issued in Item 1 and/or 2
above, the Suggestion Award Committee may award Fifty Dollars
($50.00) in cash to two (2) suggestions submitted during a calendar
year based on a random drawing from among all of the suggestions
submitted during the calendar year.
B. Presentation of Awards
1. The quarterly and annual award will be presented by the City
Commission at a regular Commission Meeting.
