           POLICY         FOR        STDEWALK                 MAINTENANCE,
                       REPAIR,             AND          PLACEMENT


Purpose


To provide           the procedures,                    guidelines,             and funding         for
ensuring        that      the       Code       of    Ordinance with regard to
maintenance,           placement               and repair.                Leading eventually
to   increased safety,                    accessibility,                  and
attractiveness.


Process


1.    Six year            cycle


      The       plan works           on    a    six-year             cycle      that    once
      completed begins                    again.              Each year         two    sections
      of    approximately                 14    miles          of    paved      street      will    be
      worked         on   identified by a number                              letter    code
      found below that                    will          match       to   an   area     on   an
      attached map.

      Determination                  of    sidewalks


      The       procedure           for    sidewalk            improvements,
      including           determination                  of    which       sidewalks         are    in
      need       o        intenance,                placement,            repair,      and/or

                Department               will       survey         the    Sidewalks         in    the
                Sections            of    the       City,      which have            been
                designated               for    improvements               in    the   following
                year.       The          inspectors            will       determine         which
                sidewalks            are       in    need of         maintenance,
                placement            or    repair according                     to   the
                eriteria        established                   in    the    policy.          The
                inspectors               will       identify         the      location,       size,
      and    extent          of problems             associated with                   the
      sidewalk.


b)    The    inspectors will                 input         the       sidewalk
      improvement              information into                  a    database          that
      will     include            all    sidewalks          in need of                repair
      within       that        section of            the    City.


     Each year a               contract         will       be    prepared based
     on     the    needed repairs                 within         the    sections
     designated              for     that    year.          City staff will
     then determine,                  based on           census        information
     for     the     designated             sections,            the    approximate
     amount        of     funding needed                 through        the       CDBG
     program         to      assist       eligible         property              owners
     with their              sidewalk assessments.                          This
     amount       will be            included        in    the       CDBG budget
     for    the      following year.                     Costs        for    sidewalk
     improvements not         eligible for CDBG funding
     will be         assessed to the property and be
     payable         over      a    specified period.                       In   the
     spring       of    the        following year               the     sidewalk.
     improvement             contract          will      be     executed.


d)   Notices         will      be    sent      to    affected property
     owners       describing             the    sidewalk             improvements
     to   be    made      nine       months         in   advance        of       the
     City      implementing              sidewalk          improvements,
     with      the     exception of             the      first        year of          the
     policy when notices will                         be    sent       six months
     in   advance.             Notices       will        include
     information             regarding CDBG                eligibility and
     Neighborhood Services                      Department             if    they
     believe         they are           eligible         for     CDBG
     assistance           in paying          for      their          sidewalk
     assessment.



     Property        owners          will    have        the     option          to
     complete        the       sidewalk         improvements
     themselves,             or    have     the      work       done    by a
     contractor           of      their     choice,         providing             the
     work    meets        City permit             requirements.                   If
     property        owners          elect      to   do     the       improvements
     themselves,             the     improvements               must    be
     completed by May of                    the year            the    contract
     will    be    implemented in their                         area,       with       the
     exception          of     the      first   year       of     the       policy
       when       owners          will   have   until    July to         complete
       their          sidewalk         improvements.


f)     Handicapped ramps will be                      constructed
       according             to      City standards      at   all    corner
       where          sidewalk         improvements      are being made
       immediately adjacent                    to the    intersection.
       In    that particular block.                     The   cost       of   the
       ramps          will      be   funded    through      the   City.


g)     If    a property owner objects                    to the need           to
       replace,            install       or remove      the   sidewalk
       adjacent            to their property they may appeal
       to    the      City Manager


Criteria

Criteria         for determining whether                sidewalks         are   in
need of      maintenance              and repair      for    safety
reasons,         or   if    certain         areas   either    are    in need
of   sidewalks where                 they have not      existed before,
or   are    in    need of         sidewalk      removal     where
sidewalks         are      no   longer      required,     will      be
established           by    the      City    Inspection Department.
