                              PROPOSED VACANT
                  PROPERTY ACQUISITON              FOLICY


A.   Purpose


     To encourage homeownership, to develop new housing
     within the City, and to encourage the filling in of
     vacant lots scattered throughout the City.

B.   Acquisition


     1.   Offered Land


          It will be the intent of the City to evaluate all
          lots that are offered by the State or private
          parties with the intent to purchase.

     2.   Purposes       of   acquisition


          a)      To encourage the building of new homes
                  within the       City.


          b)      To ease      overcrowding by disposing of part
                  lots    and combining them with other part
                  lots.


          c)      To encourage ownership of vacant property of
                  small unbuildable lots to adjoining property
                  owners.



C.   Property given           to   the     City


     1.   Acceptance


          The   City will       take any property that         is
          environmentally sound that-a person wishes to
          give to the City,         provided it has no liens or
          taxes    owed.


          a)      Any property which the City Commission
                  determines a possible           future use    for may be
                  accepted
     RC


 After         receiving         the property,                the       LRC    shall
 evaluate            each parcel            and    shall       recommend a
 disposition for                 each parcel             to    the       City
 Commission using                    the    following          criteria


 a)        If   the City would have                      a    future         or present.
           need      for    a    public purpose,                   it   shall       not be
          offered          for       sale.


b)         If   the vacant parcel was                         originally part of
          another          lot,      it     shall      be     offered to            the
          other part             lot      owner at           a nominal         fee      and,
          if    accepted,            it     shall be          combined with               the
          buyer's          property          as    one       deed.


c)        If it was not               part        of
                                                 another lot and it                            is
          less       than    40      ft    in width, or it is not a
          buildable    lot, then it shall be offered to
          the    adjoining property owners.  As each
          owner       receives            property,          it    shall       be
          combined          into      one    parcel          with       his    or    her
          parcel.


d)        If    it    is   a buildable             lot,       the       City shall
          offer       it   for       sale    to    anyone          that       will      build
          on    it    within one            year,       except          if    the    lot    is
          40    ft    or   more       in    width       and    the       adjoining
          lots       are   less       than    40       ft,    it    may be          split
          and    sold      to    the
                                  adjoining property owner,
          provided         they are combined into one parcel
          with       their parcel.


e)        If    it   is    acreage,          the       LRC    shall      evaluate           the
          parcel      to    determine             if   there       will       be    a
          future      need       for       this property for                  the       City,
          and   it    shall          have    no    future use,               the    City
          shall      have       it    appraised          and      shall       offer       it
          for   the       appraised          amount.
