EMPLOYEE FLEX TIME POLICY DATE: MARCH 2025 PURPOSE/OVERVIEW: This policy provides flexibility for employees while ensuring efficient operations. It’s not meant for permanent schedule changes but allows temporary flexibility when necessary. The City of Muskegon maintains this policy with the objectives of: Providing flexibility for staff; and Ensuring efficient operations of city services OPERATIONAL GUIDELINES/ELIGIBILITY CRITERIA: This policy applies to full-time city employees. Other types of employees are not eligible for use of flex time. Flex time can be approved on a limited basis and must be used within two weeks of the date the additional time is worked. Alternative work schedule guidance is provided separately. If there is a conflict between this policy and a union contract, the union contract shall govern. PROCEDURES: Employees must request flex time in writing at least 24 hours in advance, with earlier requests preferred to allow supervisors to make adjustments. Requests must include the following information. Date, time, and number of hours requested Date and time when additional hours will be worked to cover the absence 2. Supervisors will review requests based on department needs and determine whether the absence can be accommodated. 3. There is no appeal process for flex time, and the immediate supervisor’s decision is final. AUTHORITY: The City Manager has authority to set work rules and require all employees to agree to and follow this policy per Chapter III, Sections 6 and 7 of the City Charter. VIOLATIONS: Any employee of the City of Muskegon who violates the provisions of this policy may be subject to disciplinary action up to and including dismissal.
