EMPLOYEE ALTERNATIVE WORK SCHEDULE POLICY DATE: MARCH 2025 PURPOSE/OVERVIEW: The City of Muskegon Employee Alternative Work Schedule Policy outlines the process and criteria for city employees seeking alternative work schedules. The City of Muskegon maintains this policy with the objectives of: Providing flexibility for staff; Supporting work life balance for employees; and Ensuring efficient operations of city services. OPERATIONAL GUIDELINES/ELIGIBILITY CRITERIA: Only full-time city employees are eligible. Seasonal, part-time, and union employees whose shift is governed by the contract are excluded. Work hours must be set within a range of 30 minutes before and after the department’s open hours. For example, if a department is open from 8:00 am to 5:30 pm, employees can schedule work from 7:30 am to 6:00 pm. Supervisors can approve schedules that include work days outside of the normal days open to the public. Approved alternative work schedules are reviewed annually by the supervisor, division head, and City Manager and can be modified or canceled at any time as needed. Hours that each building or department is open to the public will not change for this program. PROCEDURES: 1. Employees must submit written requests detailing the following information. Number of hours to be worked on each work day Start and end times for each work day Time and duration of each lunch period 2. Supervisors will evaluate the impact on department operations and approve or deny based on operational needs and staff requests. Alternative work schedules cannot negatively impact the operations of the department, and all departments must be staffed during regular operation hours. Seniority will decide conflicts in schedule requests. 3. There is no appeal process for denied requests. The City Manager or their designee will have the final decision. AUTHORITY: The City Manager has authority to set work rules and require all employees to agree to and follow this policy per Chapter III, Sections 6 and 7 of the City Charter. VIOLATIONS: Any employee of the City of Muskegon who violates the provisions of this policy may be subject to disciplinary action up to and including dismissal.
