Detailed Summary & Background: At the April Work Session meeting, the Commission heard a proposal from Mediation & Restorative Services to provide education, outreach, and prevention services to at risk youth. The Commission decided to proceed with their services and asked staff to prepare a contract. Services will include one-on-one accountability sessions, monthly group accountability panels, educating neighborhood associations, monthly parent/child discussion groups, discuss youth prevention efforts at local dispensaries, and coordination with the Muskegon Police Department and the Coalition for a Drug Free Muskegon County. Immediate Division Head [Information Technology CJ Yes [] Other Division Heads Hi Communication [] |No C Legal Review seal This services agreement (the agreement) is made effective on the 1" day of June 2023, by and between Mediation & Restorative Services, with corporate offices located at 27 E Clay Avenue, Muskegon, MI 49442, and the City of Muskegon, THE PARTIES AGREE AS FOLLOWS: Scope of Services Mediation & Restorative Services will provide outreach, education, prevention and intervention services as follows: ¢ Provide one-on-one accountability sessions for up to 50 City of Muskegon resident youth and their family at no charge « Provide monthly group accountability panels for City of Muskegon school infractions involving marijuana or nicotine for youth and their families at no charge e Attend Neighborhood Association meetings as appropriate to share about our free services ¢ Hold monthly parent/child discussion groups on the impact of using marijuana while underage ¢ Coordinate with the Coalition for a Drug Free Muskegon County to track and review all youth marijuana current programs and fill gaps as needed e Visit cannabis selling establishments located in the City of Muskegon to discuss youth prevention efforts and provide marketing needs to reduce the sale to minors. e Offer incentives to cannabis selling establishments that engage in efforts to reduce the sale to minors e Partner with the City of Muskegon Police Department for enforcement and diversion referrals for City of Muskegon youth involved in marijuana related activity Obligations Mediation & Restorative Services will: « track best practices of other prevention related activities « network with the Coalition for a Drug Free Muskegon County and other prevention/treatment providers * coordinate with Neighborhood Associations, local law enforcement and area schools to discuss prevention opportunities ¢ distribute marketing materials to key stakeholders ¢ coordinate family and youth direct intervention services e other duties as assigned Services and Fees and Expenses The City of Muskegon agrees to pay Mediation & Restorative Services $47,000 for this 13-month service. Each month the City of Muskegon agrees to pay the monthly fee of $3,615.38 for services on the Social: Equity Prevention Fund Document previously submitted to the City of Muskegon Planning Department and City Commissioners.
