Brief Summary:
Purchase of vacant lots and one house from the County Treasurer.


Detailed Summary & Background:
Prior to the August Ist, 2025 Tax Auction, the City has the opportunity to express interest in vacant
land and houses to the County Treasurer. There is 1 address (1764 Manz) with a home on it, that will
be developed by the CNS Department with HOME funds and sold to buyers at or below the 80% AMI.
There are 5 vacant lots (872 E Forest, 1642 Dyson, 181 Irwin, 1500 Park, and 771 McLaughlin) that will
be used to help further infill housing goals. All properties purchased will be for public purposes. Three
properties were removed from the original list of properties (240 Mason, 436 Catawba, and 159 W
Larch). These properties’ cost was originally $11,355.87. Notice was given today {7/8/25} that an Intent
to Claim was filed with the County Treasurer's office by previous owners, raising the total cost of these
three addresses to $166,800. When an Intent to Claim is filed, the minimum purchase amount is
changed to fair market value, or double the SEV.                                  ae

  NOTICE TO MUSKEGON COUNTY TREASURER, TONY MOULATSIOTIS,
     THE FORECLOSING GOVERNMENTAL UNIT, OF ELECTION TO
                       PURCHASE FORECLOSED PROPERTY



The City of Muskegon                   hereby notifies Tony Moulatsiotis, Muskegon
County Treasurer and Muskegon County Foreclosing Governmental Unit, that it intends to
purchase real property located in the City described as:

                One or more claimants have filed a notice of intent to claim
                remaining proceeds under MCL 211.78t.

                 proceeds under MCL 211.78t.

                bid for the property.

 The City agrees to pay a fee in the amount of $30.00 to cover the cost of recording the
 deed transferring the property.


 The City agrees to notify the Foreclosing Governmental Unit (Muskegon County
 Treasure) at least seven days before the event if it ever sells or transfers to a third party all
 or any part of the property.


 Upon the request of the Foreclosing Governmental Unit, the City shall provide without cost
 to the Foreclosing Governmental unit information regarding any subsequent sale or transfer
 of the property. The information shall be provided within seven days of receipt of the
 request.


 The election by the City is made subject to any prior right of election vested in the State of

The City understands that neither Muskegon County or Tony Moulatsiotis, either
individually and/or as Muskegon County Treasurer and/or as the Foreclosing
Governmental Unit, makes any warranty of any kind as to the title transferred to the City
and will not indemnify, defend, save nor hold harmless the City from any or all claims,
liabilities, damages, losses, suits, fines, penalties, demands or expenses, including costs of
suit and attorney fees, incurred by the City because of or related to its election to purchase
the property, including any claims arising from or related to claims for remaining or surplus
proceeds.


The City agrees to indemnify, defend, save and hold harmless Muskegon County and Tony
Moulatsiotis, individually and/or as Muskegon County Treasurer and/or as Foreclosing
Governmental Unit, from any and all claims, liabilities, damages, losses, suits, fines,
penalties, demands and expenses, including costs of suit and attorney fees, which:
Muskegon County and/or Tony Moulatsiotis, individually and/or as Muskegon County
Treasurer and/or as Foreclosing Governmental Unit incurred because of or related to the
election of the City to purchase the property, including any claims arising from or related
to claims for remaining or surplus proceeds.
