LAKESIDE BUSINESS IMPROVEMENT DISTRICT- CORRIDOR DEVELOPMENT AUTHORITY REGULAR BOARD MEETING August 14, 2024 MEETING MINUTES - CORRECTED Meeting called to order at 9:00 am by M. Flermoen. I. ROLL CALL MEMBERS PRESENT: M. Lyonnais, R. Jenkins. M. Flermoen, L. Hopson, D. Ghezzi, M. Smith, S. Wilson MEMBERS ABSENT: D. Edlund OTHERS PRESENT: J. Hines, I. Gonzalez and W. Webster of Development Services, A. Meisch, City Clerk II. Approval of minutes –Approval of minutes from the corrected date of July 17, 2024 was made by M. Smith and supported by S. Wilson. All in favor. III. CIA Financial Statement – Jocelyn Hines L. Hopson made a motion to accept the Lakeside Corridor Improvement Authority financial statement as of July 31, 2024. Supported by S. Wilson. All in favor IV. BID Agenda Items – Jocelyn Hines a. BID financial statements – July 31, 2024 – As of July 31, 2024, your fund balance is $22,341.29. The total amount for expenditures was $525 for Facebook posts and photoshoot through My Social NetWorth LLC. This is their quarterly invoice. There was a beginning balance of $9,232.58 L. Hopson made a motion to accept the Lakeside BID financial statement as of July 31, 2024 and supported by S. Wilson. All in favor. b. Lakeside BID Snow Removal Request for Proposals - The current contract for snow removal by Elite Integrated Pest Management & Snowplowing expired April 15, 2024. It is time to request snow removal proposals. The economic development department will work with the City Clerk’s office to collect proposals. Proposals will open on August 20, 2024 and close on September 24, 2024 at 2pm. Staff will present proposals to the Lakeside BID at our October 16, 2024 meeting. M. Smith motioned to accept the Lakeside BID snow removal request and L. Hopson supported. All in favor. c. Holidays in the City i. Cookie Crawl – Ann Meisch Ann is requesting that the Lakeside BID consider paying for the upfront costs for the tins for cookie crawl happening during Holidays in Lakeside on December 14, 2024. These funds will be reimbursed after the sale of the tins and completion of the cookie crawl. M. Smith motioned to approve the purchase of the tins for the cookie crawl up to $4,000. Supported by L. Hopson. All in favor. ii. Small Business Saturday - Punch Card. Staff is requesting the Lakeside BID to help with the expenses of the punch card for Small Business Saturday happening beginning Saturday, November 30, 2024 through January 2, 2025. d. Lakeside Fall Festival Updates – Mark Flermoen gave an update. Graphics and details due to J. Hines by 8/29. V. Other Business: Social District - D. Ghezzi asked about extending the social district to Estes. J. Hines will see what the formal process is. Marketing – L. Hopson stated that the Facebook marketing is currently 3 times per week. Feels that with all of the events coming up (6) will have multiple posts. Suggested the marketing person come to meetings and visiting the business more often to add more content. Maybe reducing to 1 time per week. Mark will invite her to the next LDA meeting on 8/27. VI. Adjourned at 10:41
