MEETING MINUTES
Meeting called to order at 9:09 am by M. Flermoen.
I. ROLL CALL
MEMBERS PRESENT: M. Lyonnais, R. Jenkins. M. Flermoen, L. Hopson, S. Wilson, J. Knowlton
MEMBERS ABSENT: D. Edlund, D. Ghezzi, M. Smith
OTHERS PRESENT: J. Hines, I. Gonzalez and W. Webster of Development Services
II. Approval of minutes –Approval of minutes from August 14, 2024 was made by S. Wilson and supported by
M. Lyonnais. All in favor.
III. CIA Agenda Items – Jocelyn Hines
A. CIA Financial Statements – August 31, 2024 M. Lyonnais motioned to accept the Lakeside CIA
financial statement as of August 31, 2024, supported by S. Wilson. With M. Lyonnais, R. Jenkins.
M. Flermoen, L. Hopson, S. Wilson, J. Knowlton voting aye.
IV. BID Agenda Items – Jocelyn Hines
A. BID financial statements – August 31, 2024 – L. Hopson motioned to accept the Lakeside BID
financial statement as of August 31, 2024, supported by S. Wilson with M. Lyonnais, R. Jenkins. M.
Flermoen, L. Hopson, S. Wilson, J. Knowlton voting aye
B. Budget – Mark Flermoen/Sarah Wilson – Discussion on where the BID and CIA stand on
expenditures and balances.
C. Visit Muskegon Ad - Staff is asking the Lakeside BID to approve an ad to be included in the official
Visit Muskegon Visitor’s Guide. Discussion on whether these guides have enough exposure. These
brochures are in several locations. R. Jenkins motioned to approve a ¼ page ad in the Visit
Muskegon Visitor’s Guide up to $875. S. Wilson supported with M. Lyonnais, R. Jenkins. M.
Flermoen, L. Hopson, S. Wilson, J. Knowlton voting aye
D. Holidays in the City
a. Cookie Crawl – The cookie crawl did not meet the requirements and will not be an event this
year.
b. Small Business Saturday - We will let the Community Engagement team know that Punch
card and newsletters should include the day of the week. It was also stated that the raffle
cannot be held on the city’s behalf. Looking into LDA as they are non profit. J. Hines to
advise. L. Hopson motioned to approve up to $500 for the holiday brochures and supported
by R. Jenkins with M. Lyonnais, R. Jenkins. M. Flermoen, L. Hopson, S. Wilson, J.
Knowlton voting aye.
E. Lakeside Fall Festival Updates – Mark Flermoen gave an update on the fall festival. Event is October
5, 2024
