MUSKEGON August 4, 2023 Mayor Ken Johnson Muskegon City Hall 933 Ten-ace Street Muskegon, MI49440 Re: Conflict of Interest: Pioneer Resources Dear Mayor Johnson: The City of Muskegon is considering awarding an ARP A Community Grant and entering into a contract with Pioneer Resources, Inc. ("Pioneer"), my fonner employer. The City will be using funds provided by the federal government through the American Rescue Plan Act (ARP A) federal stimulus. As a City Commissioner for the City of Muskegon, the following letter is provided. It is my understanding that the City is considering awarding Pioneer $150,000, which will result in a contract between the City and Pioneer. The money will be used by Pioneer to provide a paved, accessible community walking path which will allow residents to access wooded, hillside unused green space. Pioneer intends to construct resting points, seating, and natural gardens along the walkway. I will receive no direct or indirect benefit from the City funding this program. I no longer have any involvement with Pioneer. As you are aware, I was employed until recently by Pioneer as the Director of Development, which focuses on raising funds for Pioneer. I was not involved in Pioneer's decision to apply for a ARPA Community Grant and did not assist in Pioneer's grant application. I have had no involvement or discussions, either with City of Muskegon's staff or Pioneer's staff, concerning this matter. If you have any questions, please feel free to contact me.
