City of Muskegon Parks & Recreation Advisory Committee Wednesday January 15th at 5:30 pm City Hall, Conference Room 204 MINUTES Present: Evelyn Hough, Sidney Long, Sarah De La Rosa, Lynnette Marks, Yancy Weaver, John Burt, Roberta King, Aaron Bodbyl-Mast, Leann Heywood, David Ruck Absent: Hillery Ross I. Meeting called to order at 5:30 pm II. Action Item: a. Approval of 12/18/24 Minutes i. Motion to approve by De La Rosa, seconded by Marks. Motion Passes III. Presentation: a. Jonathan Seyferth: Connecting Community to the Water, Ports & Parks i. City Manager Jonathan Seyferth makes a presentation on the opportunity to expand public access which includes 3 properties: Mart Dock, Fisherman’s Landing, and Verplank. Seyferth gives the benefits of this new project, tentative timeline of this project and shows the possible gain in city property. ii. Heywood asks about the future of the LST. Seyferth explains the LST and the Clipper are proposed to be on the current Mart Dock property iii. Rucks asks if the DNR will be involved. Seyferth explains they would be involved in the conversion but not the sale. b. Mayor Johnson & Seyferth explain if this agreement goes forward, we immediately gain ownership of the 3rd St Wharf even if the grant does not go through. IV. Jamie Pesch: Wayfinding Signs Plan a. Pesch explains that he was tasked with finding placement for wayfinding signs. Blue markers are proposed locations for signs. The difficulty comes with trying to anticipate every different way a person may come from and not having signs get lost in the many signs. b. Karczewski goes over wayfinding questions from the last meeting where King asked why Richards Park wasn’t on the wayfinding signs map. Pesch agrees that it should be added. c. Pesch explains Beachwood and Kruse don’t touch Muskegon Lake so that is why they were not originally added but they certainly can be. d. Pesch also explains having the fewest number of signs needed in the best visual location for the signs is best practice. There are rules about which direction you want to have listed first on a sign. You also don’t want to have too many directions listed on one sign. e. Bodbyl-Mast adds that there are limitations on sign designs such as color. f. Pesch explains as much as the sign is important, the design of these spaces we are directing people too is also just as important and you want the space to be inviting. g. Heywood asks if we will have signage noting all the entrances to the lakeshore trail. Pesch explains he didn’t add any wayfinding signs on private property but only on legal accesses. V. Update: Beach Safety Master Planning a. Director Karczewski explains we have officially accepted a proposal and we are starting an audit on Pere Marquette so we can have the audit completed by Memorial Day weekend. b. Mayor Johnson asks if we are hoping to implement some of what is suggested in the audit this summer. Director Karczewski is hoping to implement some of the improvements by this summer. c. Ruck wonders if we are letting the public know. Director Karczewski says the study results will be presented at a later commission meeting and Mayor Johnson shares that he has already started sharing that we are having the study done. VI. Mayor Johnson asks if we are ready to switch to bi-monthly schedule for meetings. Director Karczewski feels bi-monthly meetings are acceptable at this point. The committee agrees that we should switch to bimonthly meetings and reconvene in March. VII. Public Comment a. Bodbyl-Mast lets the committee know the Progressive AE trails and waterways study has kicked off and information will be on the Connect Muskegon page. VIII. Adjournment a. Motion to adjourn by King, second by Heywood. Motion Passes Meeting adjourned at 7:12 pm
